I vote that
1. naked shorting be stopped.
2.Shorting of stocks is allowable only if the owners of those stocks are paid rents or interest on the stocks borrowed from them.
3. there be supplied rights to the stocks owners to decide whether or not their shares or borrowable or not. For example, I don't want my shares is XYZ to be borrowed for the sake of shorting. Or, yes, I do want my shares of XYZ available for borrowing.
