Naked short selling or failures to deliver is counterfeiting securities. Counterfeiting securities, like counterfeiting money or legal documents, is a felony. To knowingly allow naked short selling and furthermore, not to enforce delivery on those securities is a double felony and an outrage to the people of our country.
