Subject: File No. S7-19-07

From: T. Burns September 11, 2007

Dear Sirs,

It is my opinion that the SEC should simply "Do the right thing" and eliminate all illegal and improper provisions
which allow for abuse and criminal activity of the market.

Regardless of rationalizations submitted by those
who benefit from the ability to abuse loopholes established by previous administrators, it is time for the current decision makers of the SEC to fix the errors and oversights of the past.

Is there a part of "Illegal Criminal Actions" that the current decision makers of the SEC wish to support or find reason to allow for abuse to continue ?

Surely, when the light of day illuminates the actions of
the current SEC, those who are responsible will in fact, be responsible.

Thank you.
