It is clear to me that regulation SHO is ineffective as your suggestion to require that shares of selected financial entities actualy be borrowed before being shorted. I don't see why this law should be selectively enforced. You may be trying to bail out some Wall Street types for some unknown reason but I personally believe they should be prosecuted for their crimes instead. How about protecting my stocks. I don't cotribute much to politicians but I do pay my taxes.
