To Whom It May Concern:

I have been in the legal profession for almost thirty (30) years. I have worked as a law clerk, an assistant prosecutor and have been in private practice. What I have learned through the years is that crooks go to where the money is and come up with devious ways of cheating honest people out of it.

We are the greatest Country in the world because "People vote with their feet" Everyone wants to live here One of the major reasons is that we are a Country with "law and order". My comments regarding your proposal are that "Naked Short Selling" is illegal and if allowed to continue will destroy our markets because the common people i.e. investors will lose faith in the laws that are suppose to protect them and make for an even playing field. No where is this more obvious than in the commodity of silver and yet no action for enforcement has been made. There are huge short positions in silver, with huge naked short selling of junior mining share companies. This is illegal and should be stopped. Selective enforcement will not work, and only supports the criminals. Put some teeth into your proposal and then enforce it. The investors of the USA and the rest of the world deserve it. Damon R.
