Regarding File Number 57-15-10

I have been a licensed insurance professional since 1972 and a registered rep since 1980. I support the new 12b-2 rule that continues the 25 basis points fee because it does encourage ongoing service to clients, especially small investors who cannot afford to pay large sums to financial advisors. I object to a separate class share or letting broker-dealers compete based on fees. When price becomes more important than service, then service suffers. Eventually, the amount received is so little that all advisors would be fee-based planners and the small investor would need to pay $1,000 to an advisor each year to handle an account of $500 value.
