I have been a registered representative with the same firm for over 33 years and my market has been primarily the middle class market that cannot afford the fees of planning and investment advice. Those of us dealing with these individuals and families research now the fee structure of those mutual fund companies and their product portfolios to determine just what this bill wishes to regulate in "the interest of the consumer". That will not happen. Enforce the rules of conduct and ethical standards that are already in place with the idea they work when inforced, but don't put in new restrictive rules that in future will not be enforced either.
