i would like to see rule become effective immediately. the public has suffered long enough at the hands of insurance agents essentially subject to no regulation (the state insurance departments certainly don't protect the public).
making all agents the firms they represent subject to periodic examinations which are an automatic part of being securities licensed will bring some much need scrutiny to the sales process and eliminate most of the abuses.
hooray About Time now finish the job and enact now.
