I support the implementation of the proposed rule 151A, and it is long overdue. In my estimation, EIA's are securities products and should be sold by only those who are licensed to sell securites and therefore must abide by securities regulations. The consumer will be much better served. This, for me, trumps all other arguments. Let those who want to sell these products and are not licensed, become licensed.
