To whom it may concern:

I am employed by a public entity in the the capacity of Financial Reporting Director responsible for the compilation of 10Q's, 10K's, 8K's, registration statements and other corporate filings as necessary.

It has been my understanding that fixed index annuities are savings vehicles issued by banks and insurance companies with a stated guaranteed minimum interest rate either for the duration of the holding period was not and could not be considered a security and should not be registered or considered as investments.
