Subject: Equity-Indexed Annuity Rule

As a 24 year veteran of this business and a long time member of the FPA, Financial Planning Association, I wanted to write in support of the proposed rule on Equity-Indexed Annuities, File No. S7-14-08. In addition to my 24 years in the industry I hold a BSEd, MSEd, CLU, ChFC, CFP degrees and designations as well as the registrations: Series 6,7,22,24,63,and 65. I also hold license in insurance as well. Having stated all of that, I believe that Equity-Indexed Annuities are complex enough contracts based on investment indexes that one marketing such products should be required to be registered to sell securities S-6 at least.

I believe that the rule is a reasonable and balanced approach to enhancing state enforcement efforts. Consumers are often mislead regarding the benefits of an indexed annuity and I believe more education and securities registration would benefit the consumer and industry as well.
