With all the trouble caused by derivatives and securitization of mortgages, why doesn't the SEC and the NASD concentrate on that and leave the true insurance products to the people that deal with insurance issues?

Maybe a rule to require a dislosure form in 72 pt type that states, "This is not an investment in any sort of regulated securities. This is an insurance contract."
