Why would the SEC even consider cutting off the ability of hardworking Life Insurance and Annuity Agents to make a living without the added hassle and expense of getting a securities license. Every single day the Federal Govt gets their fat little hands deeper into our pockets and peoples ability to live, save and retire. Just because you have a few bad apples giving annuities a bad name they generally eliminate themselves. After all the securities dealers have done such an ethical wonderful job in the last few years of earning public trust. Please leave a system alone that works pretty well and spend your time cleaning up your own houses.
