Fixed and Fixed Indexed Annuities should not fall under SEC regulation.
Fixed Annuities are and have always been Life Insurance Contracts. They have no direct exposure to the market and thus SEC should not regulate them.
This is not a solution to the real issue which is improved training for Life Agents. This should be accomplished by the Department of Insurance of each respective state.
