Dear Sirs,
I request that the comment period on S7-14-08 be extended to give all parties a reasonable time frame to respond. The cost of this change will be prohibitive to companies that offer these products and to agents who depend on these products to make a living. The unexpected presentation of this proposed change has not given sufficient time for any of the concerned parties to digest your proposal and prepare remarks.
The only winners in a change like this would be broker dealers who want control and money from the sale of these products. I would suggest that you let the states manage the insurance business as they have done so successfully for many years. It seems to me like you have plenty of cleaning up to do in your own house before you try to control an area you have no knowledge or experience in handling.
There are enough scandals involving areas you are responsible for to keep you busy for many years.
