I am really upset that the SEC is considering making index annuities a security product. I have sold variable annuities, fixed annuities and index annuities. I have sold variable universal life, fixed universal life and index universal life. The fixed plans and index are in the same camp. The variable products have been under your jurisdiction for many years and no one has questioned that. What you are considering with this does not make sense. Please reconsider and leave these products in the fixed camps. Thanks.
