I believe naked short selling and failures to deliver securities is a devastating illegal ploy by professional financial entities which should be eliminated completely. Failure by the SEC to take effective action in this area is an obvious indication of incompetence, negligence, or deliberate intent to allow this illegal behavior to continue.
