Please (1) eliminate the Grandfather Clause and (2)absolutely require that shares be located prior to being shorted.

When I feel like not paying my taxes, I've never known the IRS to say, "Well now, Judy, that's OK. We'll just forget about it for now. Maybe next quarter you'll be up to it."

Why on Earth should you even consider a mere tweaking of existing regulations that simply are NOT working?

Shouldn't the individual investor receive the SAME benefits as institutional investors?

I may be only one, but I'm the one who chooses to follow the law because I believe it's to the benefit of my fellow man. Why can't the SEC do the same?

I just don't understand.....
