-I support your proposal. I would add the requirement that exchanges should clearly disclose whether their consolidated price data are being simultaneously disseminated to all investors or they have a multi-tier system that favors certain investors, as the WSJ article "Superfast Traders' New Edge", published on June 4, page C1, alleges.
