Please don't use an atomic bomb to kill a fly.
I am a small RIA. What is being proposed will force me to rethink being an independent RIA. On a pro rata bases it is less than 0.1% of the financial advisors who are the Bernnie Madoff's of the world.
If I remember correctly Mr. Madoff wasn't even an RIA. So I am not sure how this change will help prevent ponzi schemes from occurring. Please remember that Mr. Madoff was a criminal, criminals will use illegal ways to steal. The change will do nothing to prevent fraud.
