Please consider an uptick rule similar to the one in place in the past. I believe that not having an uptick rule drastically changed the outcome of many stocks this past year. The uptick rule protected the individual investor. Your proposal to select certain stocks in volatile markets changes rules midstream. If the rules remain common and consitant for all stocks then the short sellers get a fair shake. They know they wont be punished mid stream. A consistant fair market is needed and the rules need to be know at all times. Please reinstate the uptick rule as it was for almost 70 years.
