The Uptick Rule must be put back exactly like it was. It's that simple. No rhetoric, committees, hearings, delays or modification actions are required, just put back what you mistakenly took out and don't mess with it. It worked just fine and kept the "shorts" from driving a good company under, ruining the investment process and turning it into a big crap game that Las Vegas would be proud of.
