Dear Chairman,
I am a small investor trying to invest for my retirement and my wife's. I currently feel that I am paddling upstream without the paddle. The unlimited short selling activity has destroyed segments of my small portfolio and who knows how it has influenced the remainder. All I want is a level playing field where stocks cannot be manipulated by huge investors, whatever or whoever they might be. To that end, I sincerely request that you bring back the old uptick rule that was abandoned during the Bush administration. The circuit breaker approach will just extend the agony over a longer period as the shorts will continue to manipulate prices down. Please let the small investor have a better chance to build some wealth by bringing back the uptick rule.
