I believe that the uptick rule should be reinstated because it was effective for 70 years in preventing short sellers from driving down the price of stocks. I do not feel the small investor has a fair chance to invest in stocks when short sellers can manipulate the prices of stocks at will. This is detrimental to capital formation for our nation, the primary reason for the existence of the
stock market. Many small investors rely on your agency to reinstate the uptick rule which effectively kept the market safe for investors like me. Please reinstate the uptick rule.
