I feel that the Proposed Uptick Rule: A market-wide short sale price test based on the last sale price or tick (a proposed uptick rule) is the one that should be re-adopted.

The large hedge funds and brokerage houses have the opportunity to manipulate the market downward to profit at the overall expense of the health of the market. Theoretically this practice could take viable companies and put them out of business purely as a manipulation or mass hysteria.
Reinstating the rule should curb such abuses.
