As a retail small investor, I would urge you reinstate the uptick rule to as it was two years ago. The recent market instability was not helped in the least by speculative short sellers who hammered a variety of banking and other stocks last fall. I fail to see the wisdom when 70 years of previous policy was reversed. Small investors like myself often feel like the deck is stacked against us when in the market, and the recent change in short selling rules reinforce this opinion.
