Referring to File Number S7-08-09 of the proposals under consideration, I respectfully request that a return that is most similar to that which was in place prior to 1998 or that which was in place as Rule 10a-1 be instituted. The individual participating in the Market today is at the mercy of those who would abuse any all conditions that they could.You must return the Market to conditions that the individual investor feels are fair to all, not to a few.
