Since the uptick was put in place after the Great Depression it helped control market volatility for sixty years. If the naysayers are correct and it does nothing it will not hurt them. If it does help protect investors against rampant uncontrolled short selling, then it's beneficial. Therefore, there's nothing to lose and everything to gain by restoring it--in a form that requires a reasonable uptick.
