In reguard to the up-tick rule, I think it should be put back in like it used to be. The average stock investor is not privleged to information like the big funds managers. The rule worked well for many years. All of a sudden it's time to change it when it wasn't broke. Don't change things just so it will help the big fund managers make more profit. Keep a level playing field for all investors.
