Subject: File No. S7-08-09

May 4, 2009

TO: The SEC

The SEC should be working for the investor not the speculators and institutional money manipulators. Its time for financial regulators and players to sober up and get back to the fundamentals of good long term equity investing and capital formation in the market place. Long term investing encourages serious long term capital formation and patient capital commitments.

Reinstate a good workable up-tick rule along with circuit breakers. Please enforce the existing naked short selling rules and level the playing field for the individual investors who are exposed to tremendous capital destruction forces in the market place.
