Hello,
Please reinstate the original uptick rule, without any modifications. The uptick rule worked for decades and when it was removed, that is when the stock market really began to crash. Restore confidence in the market by reinstating the original uptick rule, not the watered down version. The watered down version will not work as people have already begun to find ways around it. If it is not broke don't fix it. The uptick rule was successful for a very long time. Please do the right thing.
