Please reinstate the up-tick rule. The average investor has little protection from those who are able to manipulate the market and destroy many good companies with rumor and inuendo. Once destruction has occurred, they are then able to swoop in and reap undeserved profits. How can young people feel the market is a place to put hard earned money?. Enforce the laws which have served the Country well for so many years. Thank You
