Please reinstate the uptick rule and establish agressive prosecution of violators. The recent market instability demonstrated that these measures are needed for a orderly financial system. The damage done to the American financial system would have been more orderly and many of the failures that the goverment had to bail out could have taken care of themselves.
The individual investor has no chance for a fair and equitable trading enviroment without these mesures, and it dosen't take a degree of any kind from any learning institution to see this.
