I believe that the require to borrow the shares before a short sale and place in escrow an additional 50% margin would be an appropriate way to allow short seeling the continue. Other wise I believe only short term speculation will be the only kind stock positions I could take on.
If balance isn't restored I believe that we will also limit the capital raising capabilities of the stock market if balance isn't restored.
