Reinstate the uptick rule as it existed for 70 years. Please no gerry mandering with loopholes with new and obscure language. In addition look at test cases in recent and past bear markets rather than in the best bull market of all time.
In addition please prosecute the managers that destroyed the market the past year. Selling stock that you do not own is criminal. Send them to jail. Be assured that this message is getting to your bosses in Congress and you will be held accountable in the public forum.
