A 10% curcuit breaker will do nothing to protect stocks. Many high frequency trading apps are keep individual stocks under constant pressure from opending bell to close. Stocks no longer trade on fundamentals, but on the ability of on large player (or groups of players) to push the stock in EITHER direction. Obviously pushing it down allows them the greatest return because the PUBLIC's money is on the long side.
You need to put a serious rule in place (without a circuit breaker) or the next bear raid will bring us to a low beyond belief.
