The UP Tick Rule should be reinstated, this will prevent intentional shorting of stock with the sole intent of driving an otherwise healthy company's stock into the ground, which ultimately then affects the entire market's statbility, the shorting of a stock is the selling of secuities that you do not own, the UP_Tick Rule does not affect normal trading only shorting
