As a small investor and home owner, I have witness a failure on the part of the U.S and state governments On a massive scale. Regulators failed to enforce laws and did away with good ones. When short selling rules that were dropped made things much worse, and players more afraid.
The SEC seems to be in bed with those they are to regulate, look at Bernie Maddoff, where regulator married on of his sons. Public servants that smell bad should be investigated and proscueted.
The government should always think about the consumer, the little guy. There is so much complexity to the players in our markets this opens us up to attacks from those that seek our harm.
Up Tick helped the little guy, and prevented a stamped.
