the uptick rule did not create any negative reactions its removal may have so i am in favor of its reinstatement also i would penalize the traders who go short without having borrowed stock to cover their short position within the normal settlement date and this should apply both to the trader shorting the stock and to the brokerage firm that is responsible for enforcing the rule that requires a short position to be covered before shorting is viable i do not know if this is applicable to day trading or a trade is closed out before settlement date
