The uptick rule should be restored as it originally functioned. "Free markets" should not allow all financial instruments that can be imagined or engineered by financial institutions and traders. Financial instruments should be decided on legality by regulatory mechanisms with standard values that find them valid and ethical. These devices cost the consumer and financial interests make money on the trade regarding of gain or loss by investors.
