As long as ETF's and similar derivative instruments are sold short without restriction, curbing other short sales are not likely to make any difference. In fact, it could unfairly disadvantage trading in securities that are not in any ETF's.

Naked shorting, however, is another matter. It should be stopped cold. I don't understand why it is still alleged to go on in spite of supposedly being illegal.
