Proposed changes to Short Sale Rules. A Request/Suggestion

Permission should be required to borrow shares from long holders. It is not fair that I if they are held with a brokerage that they can loan them as they see fit.
I should be able to offer them as available if I want them to be shortable and I should receive compensation.
There could be a separate market for the loaning of short shares, where you could put your shares out for loan BUT at a price then get them back whenever the contract was up or short seller covered.

Immediate accurate reporting (real time) of number of shares shorted, source and time to cover would also minimize illegal shorting.

Am I asking too much?
