Please do not make the same mistake as Chris Cox. Bring back the uptick rule. I understand the arguments for liquidity and price discovery, but this is a flawed argument because investors do not react the same to stocks moving down as the do to stocks moving up. They will always protect their capital which means they will overreact to a down move in a stock.
