As somebody who wants to INVEST, I sincerely hope you reinstate the "uptick rule" ASAP....As long as these stocks are being manipulated and driven down, people like me (long term investors) are unable to trust the markets. The market shouldn't reward SPECULATORS at the cost of the entire world economy!!! Please reinstate this rule. It is clear that the lack of such legislation is hurting America and the world!!!
