The uptick rule in any form will help investors. As a small investor I understand shorting is healthly for a stock if done fairly. Myself and many others I've talked to are rapidly losing faith in our market system. Many of us feel illegal shorting (naked shorting) still exists and is making it very hard for the small investors to keep investing in the stock market. Hence, strong oversight and enforcement is desperately needed in my opinion to restore faith in our markets. Please help investors in this regard.
