Even though the alternative uptick rule would be easier to implement and less costly, it would affect the confidence of investors. In such a volatile environment in todays market, it is necessary to implement the standard circuit breaker. It is difficult to forecast any market activity and it stands to reason that the commission should not just look at todays market but also consider future markets. If a costly solution will be implemented it should be one that will stand a prolonged period of time. I commend the commission for making bold moves during these tough times.
