I think x-Chairman Cox's reign over the SEC was a disaster in so many ways, and perhaps just short of criminal. Why did Mr Cox refuse to put the average individual investor, such as myself, on the same playing field with huge hedge funds that were (and still are) able perform bear raids on stocks?

Put the uptick rule back in place. Enforce rules against naked shorting. And finally, consider investigating Mr Cox's personal interests that may or may not have influenced his stubborn refusal to even enforce existing rules during his reign over the SEC.
