It is critical that the uptick rule based on the last trade price be reinstated on a market wide and permanent basis. Without the uptick rule the equity markets are vulnerable to being driven down and manipulated by short selling at any time, as clearly shown by a chart of the broad markets after the rule was removed in July of 2007.
