The uptick rule was in place for decades, putting it back in place is best for the investing public, I see no reason for it having been deleted from active use. I and everyone I know who invests for their retirement cannot understand why this was deleted. I urge you to reconsider and put the rule back in place, that way, I might have a chance to be more secure and see more stabilization in the market.
