I can't think of any other reason for removing the 70 year old up-tick rule other than government officials wanting to throw gasoline on what has already been a pretty bad fire.
IF YOU ARE AMERICANS, THE SEC WILL RESTORE THE UP-TICK RULE BACK TO WHAT IT WAS FOR THE LAST 70 YEARS.
Your office should also review all of these ETF's. How are double and triple short ETF's not naked short selling ? Is your office making sure that they are following short sale rules ?
